I just took a look out of curiosity at the teams with the most tackles for a loss in their respective seasons.
The one with the most in any season since that stat is listed on pro football reference (starting in the 1999 season) is the 2001 Steelers who had 130 tackles for loss (an average of roughly 8.1 per game).
I looked up the team and it was a 3-4 defense, and I see four players with at least eight sacks, and five players (all four linebackers and one of the defensive ends) had ten or more tackles for a loss on the year.

Be wary of TFLs --- they include sacks but not sacks that resulted in forced fumbles or any plays with a FF. Until this year, I have noticed that if there is a sack/FF it is now credited with a TFL. Out of curiosity, how good would you say the Steelers were on defense at that point if you know?

Well, that is the case now. But traditionally it wasn't. But adding pass plays (screens, etc) makes sense.
The issue for the way NFLGSIS does it, to me, is it leaves out FF plays, or did until this year.
Example for pre-2024
TJ Watt sacks a QB and forced a fumble.
The QB (or any of his teammates) recovers it and Cam Heyward touches that guy down behind line of scrimmage
Watt = sack, FF
Heyward - tackle and TFL
This year, if I understand it correctly, Watt would get the sack, FF and TFL as well.

Do you mean all-time? or Steelers' all-time?
The Steelers had better --- don't think the secondary was among their best ..
