"I won a Small College National Championship, which was more than anything that I won in my 4 NFL seasons. I was the second rookie QB to lose 12 games in a season. My rookie year was the high point of my career, as I posted my best passer rating and would go on to start only 2 more games (both losses) over my next 3 seasons. I was a teammate of a player who was from Paraguay, and I hit him in the face with a football during warmups. Who am I?"

The answer is easy: Jeff Komlo. The Paraguayan player is kicker Benny Ricardo. Interestingly, Komlo is (as far that I know) the only American-born NFL player to have died in Europe (excluding WWII).

I intercepted three Super Bowl-winning quarterbacks for touchdowns. One of those 3 QBs I picked-six him twice in the same game, and he was playing in a different team than the one he won the Super Bowl. Who Am I?

I was born in Europe, but I was raised in Canada. I took part in the Commonwealth Games when I was younger, then I went to college in the USA and was drafted by the NFL, but I went on to play for the majority of my pro career in the CFL. I did played one year in the NFL and also played in the USFL in the three years it operated. Who am I?

Well then...I stand corrected, as I do about 50% of the time with these. I must have gotten my information from the ESPN "post-merger' stat crew.

What’s funny is that I misread your question at first, and thought you were wasking about the FIRST QB to lose 12. Which gave me Norm Snead... who I knew couldn’t be the answer to the question. So I then I figured it must have been some pre-1960 guy and p-f-r wasn’t listing QB losses for that era. I didn’t feel like digging for that just yet. Thankfully Teo saved me the time. :)
