This was the only game in NFL history to end with this exact score

It was the first time that these two teams ever played each other

A rookie scored 3 touchdowns

There was a safety

Both teams each scored 3 touchdowns in the first half

This was Jacksonville's first season, and Joey Galloway caught two touchdowns and took a reverse 86 yards for a third score.

I was literally about to post this answer but you beat me to it. I was looking through rookie 3 TD games on p-f-r to see if any odd scores stood out that involved "new" teams and found it.

The two starting quarterbacks each had Super Bowl rings, both earned with different teams.

The winning team's quarterback had formerly played for the losing team.

A backup QB for the winning team saw action, who would in later years play for the losing team.

A player had a hat trick for the winning team, scoring three touchdowns. This player had also been a member of the Super Bowl winning squad of the losing team's QB.

The winning team's second to last TD was scored by a player who would finish with over 100 TDs in his career.

For the player who scored the winning team's last TD, it would be the only one of his career.

The only TD scored by the losing team was by a player who would later play for the winning team.

Finally, the losing team's coach had formerly coached the winning team! (are you keeping all this straight)?
I love riddles and this took me a few hours but I finally solved it. I have the correct answer for you.

The game is Sunday, September 30, 2001 Kansas City Chiefs at Washington Redskins. The Chiefs won, 45-13.

Starting QBs with Super Bowl rings - Trent Green for Kansas City (ring with 1999 St. Louis Rams) and Tony Banks for Washington (ring with 2000 Ravens). Trent Green formerly played for Washington in 1997 and 1998, where he started 14 games over those two seasons.

Kansas City's backup QB, Todd Collins saw action, going 3 of 4 for 40 yards and rushing twice for 6 yards. Collins later played for Washington in 2007 and 2009.

Priest Holmes had the "hat trick", recording two rushing touchdowns, and hauling in a receiving score, for a total of three touchdowns. Holmes was a member of the 2000 Ravens, and a Raven from 1997-2000.

Kansas City's second to last TD was scored on a 3-yard pass from Trent Green to Tony Gonzalez. Gonzalez had 111 career receiving touchdowns.

The Chief who scored the team's final TD was Chris Thomas, a 3-yard pass from Green, his only career touchdown.

Rod Gardner scored Washington's only touchdown on a 26-yard pass from Banks. Gardner played for the Chiefs later on, in 2009.

The Redskins' coach was Marty Schottenheimer, who coached Kansas City from 1993-1998.

Here is the boxscore for anyone interested in this game:

Congratulations! Didn't realize it would be so hard!

This game pitted a team that won the conference championship that season against a team that won the conference championship the following season.

It was a matchup of Hall of Fame quarterbacks.

The team that would go on to win their conference that season was outgained by about 150 yards in this game.... but they still won by five touchdowns.

The winning team scored two special teams touchdowns that day. Both players who scored those special teams touchdowns would go on to make notable plays on special teams in that season's championship game.
The winning team had two players who recorded interceptions in this game. Each player would also record an interception in the championship game.

That game was highly publicized at the time. There was a revenge factor.

Tut, tut....Trent Green would not have had a ring with the 1999 Rams since he was never on the active roster.

Every bio I read of Green refers to him getting a Super Bowl ring with the 1999 Rams.
I did some quick research. It seems players on IR can get Super Bowl rings (though they dont have to.)
Apparently Jeff Fisher has one from the 1985 Bears. I think Green would be more likely to receive a ring than not, being a quarterback.

Fisher was an assistant coach/"gopher" with the 1985 Bears.

I'm not totally sure how it works in the NFL, but in MLB usually (if not always) any player who played for the World Series champion at any point in the regular season would get a ring. So-and-so may have only pitched in 2 games in May but he pitched 3 total innings and contributed something to the team. There have been a couple of occasions of a player appearing in the World Series against a team he played for earlier in the year. Lonnie Smith is one example. Whether his current team won the World Series or not, Smith was getting a World Series ring. There is a more recent example.
