Roster Number Question

Hey Guys:
I'm pretty sure that the NFL stipulated that in 1973, active rosters had to be down to 40 men by the start of the regular season. Can anyone confirm that for me? Also, what was the number of players that the league permitted to be on the taxi squads that year? Thanks for your help.
