Huh. I would've guessed it was one of the earlier games (smaller rosters).

I think the main reasons were that both the Giants and Broncos carried only two QBs on their SB roster, and the game ended up being a blowout in the 4th quarter so teams could empty their bench. It seemed like with the expanded rosters, teams typically would have 3 QBs and the third guy rarely played. The earlier games would usually have a backup QB or an 'elder statesman' on the roster that wouldn't see action. Bud Grant's teams had several position players who were DNPs, probably because he usually had starters on his special teams.

I stopped looking once I reached SB XXI, so its possible there have been others.
