Correct me if I'm wrong, but aren't there non-vested players (which I believe is less than four credited seasons) who simply get cut? Or does every non-vested player go on waivers regardless?

I have never understood about waivers. I don't mean the rules; those are easy enough to understand. I mean the concept. If a team no longer wants a player, why don't they simply cut him?

Thanks, Tod. Does my reasoning seem accurate to you? That teams froze 25 players, and Dallas could choose from the remainder, whether active or inactive?

UPDATE: To the best of my knowledge, practice squads (aka taxi squads) originated with Paul Brown in 1946. PFA provides practice squad limits starting only in 1989. So does anyone know about the limits prior to 1989?
